Noxious Weed Warning

Property owners are reminded that control of noxious weeds on their property is mandated in our covenants

Common noxious weeds that must be controlled include Canada and Musk thistle, Mullein, and Toad Flax.  Several local companies provide spraying and mitigation services for members that prefer a hired service or that are unable to manage the weeks themselves. The Board of Directors does enforce our weed covenants to include warning letters and fines.  This is for the benefit of our members and their neighbors.

Pine Bettles

 All homeowners are advised to have their pines checked for beetle damage. Trees may be sprayed or inoculated for protection.  Infested trees must be removed.  Several local companies specialize in pine beetle detection and mitigation.

Barking Dogs

 

Barking dogs can be an issue in Spring Ranch. The management of barking dog complaints is not a Property Owners Association issue.

Barking dogs is a legal matter managed by Jefferson County, specifically the animal control department at 303-271-5070. To complain about a barking dog, you must have the date and time the barking occurred, a description of the dog, and the address where the dog resides. One complaint is not enough for a citation to be issued to the owner of the dog. At least two complaints, from two different homeowners, must be received before the dog owner will be cited.

The Jefferson County Ordinance regarding barking or loose dogs:

5.82.1.6 “Barking Dog” means any dog, whether on or off the dog owner’s premises, that disturbs the peace of any person by loud, habitual and persistent barking, howling, yelping or whining.

5.82.1.8 “Control” means physical control of a dog by means of a leash, cord or chain no longer than ten (10) feet in length except when the dog is actually working livestock, locating or retrieving wild game in season for a licensed hunter, or assisting law enforcement officers, or while actually being trained for any of these specifically enumerated pursuits.

5.82.1.12 “Dog at Large” means a dog that is off the premises of the dog owner, not under control and the owner is not observed to be within sight of his/her dog.

Water Supply

 

The well water used by homes in Spring Ranch is granted to us by Water Court Decree.

Each homeowner has a well permit issued to them for their usage. The Spring Ranch property owner’s association is tasked with the management of records and compliance with the decree’s terms through our relationship with the State Engineer’s office.

Well water must not be used for landscape, trees, inside water features, swimming pools or hot tubs. If water is being used for these purposes, owners must demonstrate that water is being hauled to a cistern and connected to an irrigation/disbursement system. This may be accomplished by proving receipts for water purchase and receiving an ACC review of the cistern’s placement on the property.

Spring Ranch Property Owners Association Covenants – Article 4, B, 32, page 11. Well water …shall be restricted for household use only. Yard irrigation and all water use other than domestic single family in-house use are prohibited.

Decree 5. Page 18. The State Engineer, in the discharge of his responsibilities with respect to the processing of application for permits to construct and utilize wells for the provision of a water supply for the Cold Springs Ranch sub-division, all for domestic, in-house use only.

Decree 6, Page 18. All subsequent purchasers in the Cold Springs Ranch development …shall be bound by the terms of the decree in this matter…covenants shall allow the use of water solely for domestic, in-house purposes, in single-family dwellings only.

Trash

 

Trash cans should be placed street-side the morning of the disposal service pick-up. Due to windy conditions, it is advisable to place your trash in plastic bags and secure them in trash cans. Trash cans should be promptly removed from the street after the disposal service has picked up the material. Bears love trash cans.  Residents have learned the hard way that putting trash out the night before pick up can be a messy decision.

Exterior Lighting

 

In order to enjoy the stars at night, home owner’s lights should be subdued and the light source should not be directly visible from any other dwellings.

Protective Covenants Article 4, B, 12, page 6

Exterior lighting that is subdued and whose light source is not directly visible from adjoining dwellings may be permitted by the Committee for the purpose of illuminating entrances, decks, driveways, and parking areas, and for other purposes approved by the Committee. In all cases, exterior lights are subject to the prior approval of the Committee.
